JUDGMENT : Alok Aradhe, J. Issue notice. Mr. Ravinder Gupta, AAG, who is present in the Court, waives notice on behalf of the respondents. 2. Heard. With the consensus of learned counsel appearing for the parties, the matter is heard finally. 3. The petitioners-institutes inter alia seek a writ of mandamus commanding Commissioner/Secretary to Government, School Education Department, Civil Secretariat, Srinagar, respondent No.1 herein, to issue No Objection Certificates to the institutes run by the petitioners for imparting Elementary Teachers Training Course for the academic Session 2017-2019 and also to conduct inspection of petitioners’ Institutes for grant of renewal. 4. When the matter was taken up today, learned counsel appearing for petitioners-institutes submitted that despite requisite formalities being fulfilled by the institutes of petitioners, the institutes run by the petitioners are not being inspected by the competent authority and, therefore, no decision with regard to grant of No Objection Certificate could be taken by respondent No.1 for the academic Session 2017-2019. It is further submitted that the writ petition may be dispose of with a direction to respondent No.1, i.e., Commissioner/ Secretary to Government, School Education Department, Civil Secretariat, Srinagar to inspect the institutes being run by the petitioners and thereafter, to take a decision with regard to grant of No Objection Certificate for the academic Session 2017-19 for running Elementary Teachers Training Course. 5. On the other hand, learned Additional Advocate General stated that suitable action in accordance with law shall be taken. 6. Keeping in view the submissions made and in the facts of the case, this writ petition is disposed of with a direction to respondent No.1, i.e., Commissioner/Secretary to Government, School Education Department, Civil Secretariat, Srinagar to ensure that the premises of petitioners’ institutes are inspected and, thereafter, an appropriate action is taken for grant of No Objection Certificate based on the inspection report for running the Elementary Teachers Training Course for the academic Session 2017-2019. Let the aforesaid exercise be carried out within a period of four weeks from today. 7. With the aforesaid direction, this petition stands disposed of along with connected miscellaneous petition. 8. Let a copy of the order be supplied to Mr. Ravinder Gupta, learned AAG under the seal and signatures of the Bench Secretary.
