JUDGMENT : 1. Petitioner claims to be a resident of village Karmara of District Poonch, who had submitted an application for appointment as RET in High School Karmara, District Poonch, pursuant to the Notification issued by the respondent No. 3, i.e. Chief Education Officer, Poonch vide his Order No. CEO/Estt/40559-62 dated 26th September, 2013. Learned counsel for the petitioner submits that pursuant to the selection process carried out by the respondent No. 4, i.e. Zonal Education Officer, Poonch, a panel was prepared, in which the name of the petitioner figures at Serial No. 2. Learned counsel for the petitioner, therefore, submits that earlier there was some confusion with regard to the mode and manner, in which the regular vacancies of teachers in Socially and Educationally Backward Areas and in the areas near Line of Actual Control were to be filled up. 2. Learned counsel further submits that vide Government order No. 522-Edu of 2013, clarification of all controversy was issued. Learned counsel, therefore, submits that after the issuance of clarification in terms of aforesaid order, there was no reason for justification for the respondents not to proceed ahead with the selection process. His short grievance is that despite the fact that the petitioner has been empanelled and is placed at Serial No. 2 in the panel, the panel is not being finalized and the respondents are without any justifiable reason sleeping over the matter. Learned counsel, therefore, submits that he would be satisfied, if the writ petition is disposed of at this stage by directing respondent No. 2, i.e. Director School Education, Jammu to issue necessary directions to respondent Nos. 3 and 4 to complete the selection process for filling up of the posts of RET in High School Karmara, District Poonch notified vide Order No. CEO/Estt/40559-62 dated 26th September, 2013 within a particular time schedule. 3. Keeping in view the short controversy involved and the relief prayed for, this petition is disposed of, at this stage, without issuing formal notice to the respondents by directing respondent No. 2 to take note of the grievance projected by the petitioner in this writ petition and to issue necessary directions to the respondent Nos. 3. Let this exercise of completing the selection process be finalized within a period of two months from the date of receipt of certified copy of the order passed today. 4. With these observations, the writ petition is disposed of.
