ORDER : 1. In continuation of order dated 10.02.2017, the CPCB has filed an affidavit on 29.03.2017. It is pointed out that the CBCB has been able to get a list of only 316 licensees in the NCR out of alleged 450 licensees as on 05.03.2017. 2. We grant time of one more week to the licensees to add to the list of 316 licensees. The additional list should be provided on or before 07.04.2017. 3. If the list is not given by 07.04.2017, we will proceed on the basis that licensees falling short of 450 licensees do not exist. 4. Learned counsel for the CPCB states that to make an inventory of fire crackers in the NCR in consultation with the Government of NCT of Delhi, Haryana, UP and Rajasthan along with the assistance of CPCB may require some more time. He also says that since explosives are used, it will be appropriate if the CPCB is permitted to take the assistance of the Petroleum and Explosive Safety Organization (PESO) of the Government of India (R-6). 5. Learned Solicitor General says that assistance as required will certainly be given. 6. The exercise of making the complete inventory with the licensees should be completed within six weeks from today. 7. We make it clear that so far as sale of fire crackers is concerned, the information as required by Rule 15 of the Explosives Rules, 2008 should be incorporated in every box/carton including the name of the licensed manufacturer and the license number, it may not be practical to give the name and address of the person responsible in case there is any violation of the provisions of law. This part of order dated 10.02.2017 is modified. 8. The assistance of Petroleum and Explosive Safety Organization (PESO) of the Government of India (R-6) may also be taken to identify fire crackers that may be dangerous for the health of the people and the Environment as well as with respect to the chemical composition. 9. List the matter on 7th July, 2017. 10. Responses, if any, be filed in the meanwhile. 11. No further time will be given for compliance.
