ORDER : 1. Mr. Tushar Mehta, learned Additional Solicitor General appearing for Union of India, State of Gujarat, Rajasthan and Maharashtra undertakes to file counter affidavit within six weeks. 2. Similarly, all other States shall also file their counter-affidavits within the same time. Rejoinder affidavit, if any, be filed within four weeks thereafter. 3. It is submitted by Mr. R.S. Suri, Mr. K.V. Vishwanathan, Mr. Siddarth Luthra, learned senior counsel and Mr. Tapesh Kumar Singh, learned counsel that they have filed applications for intervention/impleadment and should also be heard in the matter. They are permitted to address the Court at the time when the matter is taken up for final hearing. 4. Let the matters be listed after ten weeks.
