ORDER 1. We have heard the learned Attorney General for India and Shri Prashant Bhushan, learned counsel for the petitioner. 2. We have perused the affidavit dated 23 rd July, 2018 filed by Shri C.Chandramouli, Secretary (Personnel), Ministry of Personnel, Public Grievances & Pensions, Department of Personnel and Training. 3. Having perused the affidavit dated 23 rd July, 2018 all that we are inclined to record at this stage is that we find the said affidavit to be wholly unsatisfactory. We, therefore, do not accept the same and direct the concerned authority to file a better affidavit giving full particulars within a period of four weeks from today. 4. The learned Attorney General for India has suggested that the Court may indicate the nature of the detailed particulars that is considered necessary to be incorporated in the affidavit to be filed. 5. We do not feel the necessity of recording any observations/directions to the said effect, as the competent authority should not have any difficulty to appreciate and understand the nature of the particulars that are required to be laid before the Court. 6. List the matter after four weeks.
