ORDER : REPORT NO. 71 AND 78 (Comprehensive Action Plan) Learned ASG has placed before us a direction under Sections 3 and 5 of the Environment Protection Act, 1986. This direction is dated 24th January, 2018 and the subject is the Comprehensive Action Plan (CAP) for Air Pollution Control (Report 71 and 78 of EPCA). 2. It is submitted by the learned ASG that to ensure compliance with the orders passed by this Court from time to time and to ensure effective implementation of the actions prescribed in the Comprehensive Action Plan, the Central Pollution Control Board has been requested to issue appropriate direction under the Environment Protection Act, 1986 to all the concerned stake holders in the Centre and in Delhi NCR States i.e. U.P., Haryana and Rajasthan for undertaking all necessary measures for meeting the timelines as prescribed in the Comprehensive Action Plan. The timelines arrived at in a meeting held under the Chairmanship of the Secretary (EF&CC) on 28th December, 2017, the meeting was attended by EPCA and the timelines have been agreed as mentioned in the direction. 3. It is further stated by the learned ASG that the CPCB will issue appropriate directions during the course of the day. 4. In our order dated 13.12.2017, we had also observed that it might be appropriate if the Ministry of Environment, Forests and Climate Change looks into the matter of air pollution on a nation wide basis since it is not a problem confined only to the NCR but is a problem concerning the entire country. 5. Learned ASG says that steps are being taken in this regard and final decision will be taken very soon. 6. On his request the matter is adjourned to 05.02.2018. 7. The objections of SIAM will also be heard on 05.02.2018. REPORT NO. 73 AND 75 (ASSESSMENT OF POLLUTION UNDER CONTROL (PUC) PROGRAMME) 8. Learned Amicus says that EPCA has received a Report from the Automotive Research Association of India in Pune pursuant to our order dated 11.10.2017 relating to pollution under control (PUC Certificate Programme). 9. A copy of the Report has been handed over in the Court today and is taken on record. 10. The learned ASG would like to look into the Report. 11. List the matter on 05.02.2018. 12. The issue of On-board Diagnostics will be taken up on the next date of hearing.
