ORDER Rajesh Shankar, J. - The present writ petition has been filed for issuance of direction upon the respondent-authority to extend the date of online registration of regular students of Lal Mohannath Sahdeo Memorial Inter College, Itki, Ranchi for the Session 2016-18 for I.A, I.SC & I.Com and to provide user ID and password to the Principal In-charge of the said college so that the process of online registration of the students could be completed. 2. It appears that vide order dated 06.11.2017, the respondent - State of Jharkhand as well as the Jharkhand Academic Council (JAC) were granted three weeks'' time to file their respective counter-affidavits. The writ petition was further taken up on 15.12.2017, however by the said date also, no counter-affidavit was filed on behalf of the respondents and the matter was adjourned by way of last indulgence to the respondents to file their respective counter-affidavits, failing which they would be liable to pay a cost of Rs. 5,000/- to the petitioner. Today, when the writ petition is taken up, the learned counsel for the respondent - Jharkhand Academic Council submits that though a counter-affidavit has been filed in this case, but the same pertains to some other writ petition relating to the same petitioner. 3. Mr. H.K. Mehta, the learned AAG, submits that due to the same confusion, the counter-affidavit could not be filed on behalf of the respondent - State of Jharkhand in the present writ petition. 4. Be that as it may, the fact remains that no counter-affidavit has been filed either by the respondent - Jharkhand Academic Council or by the respondent - State of Jharkhand. 5. Mr. Ratan Kumar Mahawar, the District Education Officer, Ranchi is physically present before this Court. He furnishes a copy of the list showing service of user ID and password to various colleges. Serial No. 25 of the said list suggests that the user ID and password has been received by one Anil Kumar. The District Education Officer, Ranchi submits that said Anil Kumar is one of the teachers of the college. However, it appears that till date, the user ID and password for online registration of the students of the college could not be traced out resulting in a situation that the students of Intermediate standard of the said college have not been able to get their online registration. 6. Considering the fact that 20.01.2018 is the last date for submission of the examination form without fine and 24.01.2018 is the last date for submission of the form with fine, I direct the Secretary, Jharkhand Academic Council, Ranchi to hand over "new" user ID and password to the District Education Officer, Ranchi for the petitioner-college (11025) by 12.30 p.m. on 20.01.2018. The District Education Officer, Ranchi after receiving the user ID and password shall ensure that by using the said user ID and password, the online registration of the remaining students of the college is immediately done on the basis of list of students provided by the college on due verification through the Principal In-charge, who has represented the petitioner-college in the present writ petition. 7. Accordingly, the last date for submission of the examination form is extended till 25.01.2018 without fine and till 31.01.2018 with fine. 8. The writ petition is disposed of in view of the aforesaid observations/directions. 9. Since the writ petition is disposed of, the cost of Rs. 5,000/- as imposed vide order date 15.12.2017 is waived. 10. The pending interlocutory applications also stand disposed of. 11. Let the copies of this order be handed over to the learned counsel for the parties.
