ORDER 1. An affidavit has been filed by Smt. Ramamani IAS who is the Joint Collector and Special Land Acquisition Officer, HNSS-II, Anantapur District. The affidavit has been filed pursuant to order dated 05.03.2018. 2. From the affidavit, it is clear that the objections filed by the petitioners were heard by Mr. M. Ram Mohan who was the then Special Deputy Collector (LA), HNSS-II, Ananthapuramu . The hearing was conducted by him on 19th September, 2016. 3. Thereafter, Mr. M. Ram Mohan was apparently transferred and in his place one Mr. Srinivasulu was appointed. Mr. Srinivasulu was apparently transferred and in his place Smt. C. Venkata Narayanamma was appointed as Special Deputy Collector (LA), HNSS-II, Ananthapuramu. It is Smt. C. Venkata Narayanamma who has passed the award on 03.01.2018. 4. The objections having been heard by one officer, the award could not have been passed by another officer altogether. Under the circumstances, we set aside the proceedings and direct a fresh hearing of the objections by the Special Deputy Collector (LA), HNSS-II, Ananthapuramu. 5. The petitioner will appear before the Special Deputy Collector (LA), HNSS-II, Ananthapuramu on 21st March, 2018 at 11.00am for hearing of the objections. We make it clear that the decision will be passed on the objection without being influenced by the orders passed by the High Court. 6. All the contentions are left open for consideration. 7. The special leave petition stands disposed of.
