JUDGMENT Shree Chandrashekhar, J. – The Petitioner Has Been Made An Accused In Kanke P.S.Case No.104 of 2016, corresponding to G.R. No.5527 of 2016 registered under section 392 IPC. 2. A copy of supplementary affidavit dated 23.02.2018 is tendered in the Court. 3. Taken On Record. 4. This Supplementary Affidavit Would Disclose That there are as many as eleven cases registered against the petitioner. 5. The Petitioner Has Himself Disclosed That There Are Three Other cases besides Kanke P.S. Case No.104 of 2016 registered against him. He is a habitual offender. One of the parameters for grant of bail is whether on release on bail an accused is likely to commit the crime again. The number of cases registered against the petitioner is itself an indication that on grant of bail there is imminent likelihood of the petitioner committing the crime once again. On merits also I do not find this a case for bail and accordingly, the prayer for grant of bail vide B.A. No.7963 of 2017 is declined. 6. The Affidavit Filed By The Senior Superintendent Of Police, Ranchi would disclose that there was no fault on his part when letter dated 10.01.2018 was transmitted to this Court. It appears that the Jail Management System which has been installed in the Jails in the State, a reference of which is given in B.A. No.5055 of 2017, has not been updated nor the CCTNS Portal has been linked with the District Headquarters. 7. On this on the Court''s query the learned AdvocateGeneral states that he would convene a meeting with the Secretary, Department of Home and Disaster Management, Government of Jharkhand and the DirectorGeneral of Police to ensure that a system for identification of the accused person(s) irrespective of their alias names comes in place and data from Jail Management System can be retrieved at the District Headquarters. 8. Personal appearance of Mr. Kuldeep Diwedi, Senior Superintendent of Police, Ranchi is dispensed with. 9. Post This Case On 06.04.2018, Along With B.A. No.4708 of 2017 and batch cases.
