JUDGMENT 1. Application by the petitioner for grant of first parole has been rejected notwithstanding jail conduct being satisfactory and Social Welfare Department recommending parole on, account of adverse police report. The report expresses an apprehension that there may be a breach of peace and an untoward incident may take place if petitioner is released on parole. 2. No factual basis for the opinion has been disclosed by the police. 3. Thus the petition is disposed of directing that upon the petitioner furnishing a personal bond in sum of Rs.25, 000/- with two sureties in the like amount to the satisfaction of the Superintendent, Central Jail Bikaner, he shall be released on first parole for a period of twenty days.
