ORDER : 1. In spite of giving 4 weeks' time to file an affidavit in terms of order dated 07.03.2018, several States have not filed their affidavit even though the matter pertains to the rights of tribals. 2. Learned counsel for the States of Maharashtra, Tripura, West Bengal, Meghalaya, Bihar and Rajasthan say that they will be filing the affidavit during the course of the day. 3. Learned counsel for the State of Gujarat says that she will file an additional affidavit. 4. Partial information has been given by the State of Jharkhand. Learned counsel for the State of Jharkhand should furnish the required information by way of an additional affidavit within a period of two weeks. 5. No affidavit has been filed by the States of Karnataka, Kerala, U.P., M.P., Assam, Odisha, Andhra Pradesh and Telangana. Affidavit may be filed by these States within two weeks subject to payment of costs of Rs.50,000/-to be deposited with the Supreme Court Legal Services Committee for utilization of juvenile justice issues. 6. We are imposing costs since the matter pertains to rights of tribals and therefore the State should take the matter somewhat more seriously than what they have been doing. 7. In so far as the States of Manipur, Mizoram and Arunachal Pradesh, they may file their affidavit within two weeks. 8. List the matters after two weeks for directions.
