ORDER : Learned counsel appearing for the respondents submits that the Deputy Commissioner, East Singhbhum, Jamshedpur is the necessary party in this writ petition and as such he may be impleaded as a party-respondent in this case. Learned counsel further submits that notices may be sent to respondent No.7. 2. In the circumstances, let Deputy Commissioner, Singhbhum East, Jamshedpur be impleaded as a party-respondent No. 8 in this writ petition. 3. Let notices be issued to respondent No.7 for which requisites etc. under registered cover with A/D as also under ordinary process must be filed by the petitioner within one week. 4. An advertisement was floated by the State Government in the year 2008 but surprisingly the date of appointment of Abdul Kadir (respondent No.7) has been shown as 10.7.2006, i.e., prior to the date of advertisement. What is more surprising is that salary has also been paid to Abdul Kadir from 31.12.2013 and the Bank Account in which salary is deposited is operated by three persons whereas it is very clear that salary account never runs in joint account. It is specific case of the petitioner that though his name was recommended for appointment on the post of Teacher by Jharkhand Public Service Commission, one fake person namely Abdul Kadir (respondent No.7) has been given appointment by the Human Resources Development Department, Government of Jharkhand, Ranchi. 5. Looking into gravity of the matter and seriousness of the case, the Secretary, Department of Personnel & Administrative Reforms, Government of Jharkhand, Ranchi is directed to file his personal affidavit. The Deputy Commissioner, East Singhbhum, Jamshedpur is directed to enquire into the matter personally and file a report before this Court as to under what circumstances a fake person has been appointed and continuing on the post of Teacher and is also being paid salary regularly. The Deputy Commissioner, East Singhbhum is further directed to enquire the matter regarding disbursement of salary in a Joint Account of three persons and seek report from the Bank concerned. 6. As prayed, put up this case on 18.6.2018. 7. Let a copy of this order be given to the parties concerned. Ordered accordingly.
