JUDGMENT : 1. Deputy Commissioner, Ri Bhoi District, Meghalaya has filed an affidavit on 02.04.2019 stating therein that, (a) OICL management has approved to setup an state of art LPG bottling plant within old OICL depot land at Umiam for better availability of LPG cylinders in the State of Meghalaya; (b) No Objection Certificate (NOC) from Khasi Hills Autonomous District Council (KHADC), Shillong has been obtained and the registered land lease documents stand submitted to the authority of KHADC and DFO (T) based on which NOCs were obtained; (c) Deponent (District Magistrate, Ri Bhoi district) fixed the date for public hearing on 23.03.2019 which could not happen. Now, next date is fixed on 23.04.2019; (d) Member Secretary, Meghalaya State Pollution Control Board, Shillong had raised objection to the effect that the proposed LPG storage of 3x150 MT MSVs and bottling capacity of 30,000 MTPA at Umiam, Ri Bhoi district is not in accordance to the procedure laid down in the Environmental Impact Assessment Notification No.S.O.1533(E) dated 14.09.2006 and its amendment Notification No.S.O.3067(E) dated 01.12.2009 as a minimum notice period within thirty days to the public is required for furnishing their responses, as such had requested for fixing another date in the month of April 2019, which now has been fixed on 23.04.2019. 2. Respondents have taken appropriate steps and measures resorted to are encouraging. Since the next meeting has been fixed on 23.04.2019, therefore, latest status shall be filed by or before 25.04.2019. 3. List again in the first week of May 2019.
