JUDGMENT 1. It is submitted by learned counsel for the petitioners that respondents have issued the Notification dated 07.03.2019, holding the recruitment in terms of provisions of Rule 284 of the Rajasthan Land Revenue (Land Records) Rules, 1957 as it existed prior to the repeal in the year 2015 for vacancies pertaining to the years 2012-13, 2013-14 & 2014-15. 2. It is submitted that provisions as they existed prior to the repeal were interpreted by this Court in Vijay Kumar & Ors. v. The State of Rajasthan & Ors. : S.B.C.W.P. No. 2778/2012, decided on 08.04.2015, wherein, it was laid down that the Patwaris of the Colonization Department would be entitled to appear in the competitive examination for direct recruitment and consequential training pursuant to the recruitment held under Rule 283 onwards. 3. However, now the respondents were not issuing the requisite experience certificate to the petitioners, which is contrary to the law laid down by this Court in Vijay Kumar (supra). 4. In view of the submissions made, issue notice. Issue notice of stay application as well. Both the notices are made returnable within a period of four weeks. 5. Notices when issued be given dasti to counsel for the petitioners. 6. In the meanwhile and until further orders, the respondents shall issue the experience certificate to the petitioners and petitioners shall be permitted to participate in the recruitment process pursuant to the Notification dated 07.03.2019 (Annex.-2), if they are otherwise eligible.
