JUDGMENT : Mohammad Yaqoob Mir, J. Executive Engineer, PWD (Roads) Williamnagar Division, East Garo Hills District, Meghalaya has filed an affidavit wherein it is stated as under:- A. Stretch of road from 41 Km to 60 Km under Rongram-Rongrangre- Darurgre Road is quite good except a stretch about 19 Km where repair of the damaged road is required for which estimate has been submitted to the Additional Chief Engineer, PWD (Roads) Western Zone, Tura. On sanction whereof, repair work will commence. Latest status be filed on or before the next date. B. Road stretch from Warimagre to Samanda Block is not within the jurisdiction of Williamnagar Division of PWD (Roads). Learned Addl.Sr.GA will file the particulars of the engineering wing who is supposed to repair the road. C. Regarding Rongap Bridge No.4/2 on Rongrenggre-Simsanggre- Nengkhra road from Tura side has been completed, however, the approach from Williamnagar side requires clearance from Forest department. Final approval is pending which is being pursued by PWD Williamnagar Division. PWD Williamnagar Division shall take up the matter again with the concerned Ministry of Environment Forest & Climate Change, Government of India, Ministry is expected to take a call at an earliest. Latest status about clearance be filed on or before the next date. D. Williamnagar bridge situated at Warima Colony crossing the Simsang river, it is stated that across the Simsang river a number of road projects have been taken up under PMGSY Schemes i.e.:- Completed works:- (i) Jakopgre to Nengmandalgre Road (length = 7.770 Km) under PMGSY Schemes; (ii) Cheranggre to Chiokgre Road (length = 2.00 Km) under PMGSY Schemes; (iii) Chekwebibra to Chiminmingre road (length = 2.10 Km) under PMGSY Schemes. Ongoing works:- (i) Chiminmingre to Kakwa Durage road (length = 3.674) under PMGSY Schemes; (ii) Chekwibibra to Rongbing Boldak road (length = 5.108 Km) under PMGSY Schemes; (iii) Cherangre to Chokpot road (length = 4.00 Km) is under the State project. New works:- (i) L042-Cherangre to Sisobibra (length = 7.80 Km) is under PMGSY Schemes; (ii) L051-Nengmandalgre to Daribokgre (length = 35.00 Km) is under PMGSY Schemes; (iii) Samanda Dokolgre to Asil Singgital (length = 12.50 Km) is under PMGSY Schemes. Regarding these works tendering process has been initiated and allotment of work is likely to be completed within next three months thereafter, project works shall commence.

In essence, concern of the public has been taken note of and road projects have been approved. Latest status regarding commencement of work and completion thereof shall be filed after three months. E. Regarding stretch of road from Rongsak Tinali to Williamnagar, it is stated that regular maintenance works have been carried out. Resurfacing of Rongrenggre-Simsanggre-Nengkhra Road (22.00 Km) has been taken up and 1 Km to 8 Km stretch is expected to be completed by June 2019. The contractors have been instructed to expedite the progress. F. Regarding widening of road into double lane of Williamnagar town, it is stated that same has been completed under Non Lapsable Central Poll Resources Scheme. Regarding widening work starting from junction No.23 to Loyola College and approach to Loyola College Girls hostel (length = 4.104 Km) is likely to completed soon by the next three months. Widening of the road from junction No.26 to Balsrigittim has also been taken up is pending for sanction and approval. Affidavit filed in categorical terms reveal that the engineering wing had shown concern and seriousness in addressing the grievances of the inhabitants of the localities wherever those projects are required to be resurfaced or repaired. Given at the present scenario highlighted, petitioner is at liberty to file his response. 2. Regarding road from Rajabala to Phulbari, learned Addl.Sr.GA submits that some time may be grated for filing a detailed affidavit about the measures taken for repairing, resurfacing and widening of the road, two weeks time is granted. 3.
