As the incumbents have served for a substantial period of 17 years, direction for payment of lump-sum compensation would not be appropriate. In the peculiar facts and circumstances of the case, we restore the Order of the Industrial Tribunal and set aside the judgment and order passed by the High Court. 4. This Order is passed on peculiar facts of the case, it may not be treated as a precedent. 5. The appeals are allowed as indicated above.
