JUDGMENT : AVNEESH JHINGAN, J. 1. The petitioners filed a writ petition raising a grievance that they were being victimized and harassed by the officials of Uttar Haryana Bijli Vitran Nigam Ltd. [UHBVN] by checking their premises time and again. The writ petition was disposed of on 15.02.2011. The Superintending Engineer made a statement before the Writ Court that no harassment was caused to the petitioners when the checking was done, as the factory was allowed to run at full load. A request was made by the learned counsel for the petitioner at that stage that an application for grant of a connection under an arrangement has already been made, where the meter is always kept with the independent feeder, and not in the premises of the factory. The Superintending Engineer stated that to sort out the problem, the request would be considered and allowed. The petitioner was given liberty to proceed against those persons, if feel aggrieved of harassment at any time and to claim damages. 2. The contempt petition is filed pleading that one meter has been installed outside the premises of the petitioners but unit of petitioner is not being connected with the independent feeder. 3. In pursuance to notice of motion, reply dated 23.05.2013 was filed. 4. Learned counsel for the respondents submits that the meter outside the premises of the petitioners was installed to avoid any sort of problem regarding allegation of harassment. With regard to petitioner No.1, it is contended that his request for an independent feeder was acceded to. The unit was transferred to Shri Ram Feeder which was only feeding four industrial units. With regard to petitioner No.2, it is submitted that he had to file an affidavit to the effect that petitioner was ready to bear expenses for cost of erection of independent feeder. No affidavit was filed, hence needful could not be done. So far as petitioner No.3 is concerned, it is submitted that during the consideration of the request, an application was moved by Sh. Siya Ram Garg, that connection may be granted from 33 K.V. Untla Industrial Feeder instead of independent industrial feeder. The said issue is still pending and there is no compliance of demand notice issued by the respondents. 5. Learned counsel for the petitioners has not contradicted the said factual aspect and no re-joinder has been filed to the reply. 6. Siya Ram Garg, that connection may be granted from 33 K.V. Untla Industrial Feeder instead of independent industrial feeder. The said issue is still pending and there is no compliance of demand notice issued by the respondents. 5. Learned counsel for the petitioners has not contradicted the said factual aspect and no re-joinder has been filed to the reply. 6. In view of above, no case is made out for wilful disobedience of directions of this Court. The installation of electricity meter outside the premises of the petitioner is not in violation of the High Court's order. The needful for providing the independent feeder has been done, if the petitioner duly complied the procedure. 7. No further interference is called for in the contempt petition. 8. The contempt petition is dismissed. 9. Rule issued against the respondents stands discharged.
