ORDER 1. Leave granted. 2. There was delay of two years 66 days in filing of the Regular Civil Appeal. It ought to have been filed within time. However, it appears that there was remiss on the part of the concerned officer in filing the appeal within time. 3. Considering the facts and circumstances of the case that the R.T.O. is located in the area in question we condone the aforesaid delay, subject to payment of costs of Rs.25,000/-, to be paid to Respondent Nos. 1 to 9, within eight weeks from today. 4. Let the appeal be heard afresh on merits and be decided in accordance with law by the District Court, Sangli. 5. The impugned order is set aside and the appeal is, accordingly allowed. 6. Pending application(s), if any, shall stand disposed of.
