JUDGMENT : 1. Learned counsel for the petitioner seeks the leave of the Court to implead the State of U.P. as respondent. 2. Leave is granted. 3. Necessary impleadment will be carried out during the course of the day. 4. The grievance of the petitioner is that he had taken a home lone for construction of house from the respondent no.2. It is averred in the writ petition that the petitioner has pledged the title deed of her immovable property having house no. 22-B/2-A situated at Umarpur Newa, Sadar, District Allahabad. In paragraph 9 of the writ petition it is stated that the petitioner has paid all the installments and the Bank has issued no dues certificate on 09.08.2018, a copy of which is on the record as Annexure-1 to the writ petition. 5. But in spite of the payment made by the petitioner and no dues certificate issued by the Bank, it has not returned title deed pledged by the petitioner. 6. We find that for redressal of his grievance the petitioner has made a representation on 20.12.2018 before the respondent no.2, which is still pending. 7. We have heard learned counsel for the petitioner and Sri Anubhav Singh, who has put in appearance on behalf of respondent nos. 1 and 2. 8. Considering the facts and circumstances of the case, we direct the respondent no.2 to pass an order on the representation of the petitioner within two months in accordance with law from the date of production of a certified copy of this order. 9. Learned counsel for the respondents states that he has received instruction that in case the petitioner approaches the Branch Manager of the Bank, the title deed shall be returned to the petitioner. 10. The writ petition is disposed of.
