JUDGMENT : 1. The petitioner in this writ application has prayed to direct the respondents to pay the petitioner’s salary and other allowances in terms of the recommendation of the 6th and 7th Pay Revision Commission w.e.f. 01.01.2006 & 01.01.2016. He also prays that the difference of the salary and the arrears should also be paid to the petitioner along with interest. 2. The petitioner was initially appointed as Lab-in-charge in the Ranchi University on 01.12.1984. After services in Ranchi University, the petitioner’s services were handed over to the Vinobha Bhave University, where the petitioner is working as administrator. He submits that he is entitled to get the benefit of the recommendation of the 6th and 7th Pay Revision Commission but till date the same has not been paid. He submits that he has filed several representations before the authorities but the amount has not been paid. He also submitted that the University has recommended the case of the petitioner and thus, now it is the State who has to take a final decision. 3. Counsel for the petitioner submits that suffice, it would be, at this stage, if a direction is given to the respondent no. 2 to look into the grievances of the petitioner and he further be directed to make the payment of the petitioner in terms of the recommendation of the 6th and 7th Pay Revision Commission. 4. Counsel for the State submits that if a fresh representation is filed before the respondent no. 2, respondent no. 2 will pass an appropriate order taking into consideration the recommendations made by the Vinobha Bhave University. 5. Considering the submission of the parties, I direct the petitioner to file a fresh representation before the respondent no. 2, Secretary, Higher Education Human Resource Development Department, Government of Jharkhand through the Registrar, Vinobha Bhave University within a period of four weeks from today. The respondents-Registrar will forward the claim of the petitioner to the Secretary along with the recommendations. The Secretary on the receipt of the said documents will consider the claim of the petitioner and pass a reasoned order within a period of 8 weeks from the date of receipt of said recommendation.

The entire process should be completed within a period of 16 weeks from the date of receipt of the said representation by the Registrar, Vinobha Bhave University and if the petitioner is found entitled for any of the claims the same should be disbursed to the petitioner within a period of three weeks, thereafter. 6. With the aforesaid observation and direction, this writ application stands disposed of.
