JUDGMENT : Mohammad Yaqoob Mir, J. 1. Regarding National Action Plan for Drug Demand Reduction, it is stated in the affidavit filed on 28.03.2019 by the Joint Secretary, Social Welfare Department that Task Force Committee report dated 20.03.2017 was sent to the Ministry of Social Justice and Empowerment, Department of Social Justice and Empowerment. Government of India has sanctioned a sum of Rs.22,50,000/- for the years 2018-23 to undertake programmes for (i) preventive education and awareness generation (ii) capacity building and (iii) specific intervention programme on drug demand reduction. In addition thereto, a detailed action plan under NAPDDR (National Action Plan for Drug Demand Reduction) has been prepared which Social Welfare Department has forwarded to the Government of India for release of remaining 50% fund. 2. It is not clear as to whether sanctioned and released sum of Rs.22,50,000/- has been utilized for the purpose or not, same is required to be clarified by Social Welfare Department. 3. Learned Amicus Curiae in compliance to the order dated 13.03.2019, for advancing social cause has shown keen interest and in the process has inspected de-addiction centres and OST centres his visit has been facilitated by Social Welfare Department. 4. A comprehensive report regarding actual facts about working of de-addiction centres and OST cnetres have been mentioned therein, with some recommendations. 5. We are really dismayed about the ground reality which learned Amicus Curiae has taken note of and brought to the notice of this Court in his detailed report. Before we pass any order on this, we direct the respondent authorities to file their response within 10 days. Meanwhile, liberty to them to take all necessary action whatever required for prevention and for making de-addiction centres more effective. Furthermore, to take measures as shall be necessary for avoiding unfortunate situation regarding use of drug as highlighted in the report. 6. Copy of the response as shall be filed be furnished to the learned Amicus Curiae in advance so that he can assist the Court accordingly. 7. List again after 10 days.
