ORDER : 1. Mr. J. Ramachandra Rao. learned Additional Advocate General, has filed a common counter affidavit on behalf of the respondents. The same shall be taken on record. He has also filed a compilation of certain documents, which shall also be taken on record. The compilation of documents dealt with a letter written by Mr. I. Ganapathi Reddy. Member & Convenor, Technical Committee, to the Principal Secretary. T, R & B Department dated 27.08.2019. The said letter refers to G.O. Rt. No. 1667 dated 23.06.2019 of General Administration (Cabinet) Department; to Memo No. 3472/Bldgs. (1) 2019-1. dated 08.07.2019 of the Government, T (R & B) Department, to letter No. (B)/DEE1/AEE1/TS Secretariat/2019-20, dated 09.07.2019 of the E-in-C (R & B), Buildings & NH, addressed to the Director General, TS Disaster Response & Fire Services; and to another letter No. ENC(B)/DEE1/AEE1/TS Secretariat/2019-20, dated 09.07.2019 of the E-in-C (R & B), Buildings & NH, addressed to the Executive Director, IGBC. However, none of these documents have been submitted by the learned Additional Advocate General. 2. According to the report of the Technical Committee, the Technical Committee has opined that "it is not possible to modify/alter the existing facilities to create a befitting, iconic and integrated Secretariat Complex. As such, the Committee strongly recommends that Government may consider construction of a new State of the Art Secretariat Complex complying Fire Safety, NBC and IGBC norms befitting the stature of Telangana State". 3. This Court is informed that after the Cabinet has taken its decision on 18.06.2019, all different departments housed in the present Secretariat were shifted out from the Secretariat Buildings. According to the respondent State, there are eight blocks, which are presently lying vacant in the Secretariat Campus. 4. In order to resolve the controversy, which has been presented by the petitioner before this Court, it is imperative to have essential facts from the Government.

Therefore, the Principal Secretary, R&B, respondent No. 3, is directed to submit a detailed affidavit on the following aspects: (i) firstly, the construction area, which was assigned to the different departments which were functioning in the Secretariat Complex prior to their vacating the said buildings; (ii) secondly, the constructed area required by each department in the proposed Secretariat Complex; (iii) the complete construction area of the proposed Secretariat Complex; (iv) the design of the proposed Secretariat Complex; (v) the estimated cost of the proposed Secretariat Complex; (vi) the time required for raising the entire construction and for completing the proposed Secretariat Complex; 5. The said affidavit shall be filed by the respondent No. 3 on or before 07.01.2020. 6. List this case on 07.01.2020.
