JUDGMENT Ajai Lamba, CJ. - In deference to our instructions, Mr. Adil Khan, Commissioner of Transport, Assam and Mr. Rubaiyal-ul-Ali, Senor Technical Director, National Informatics Centre, State Unit, Assam, are present. A demonstration has been given to the Court establishing that if relevant parameters are fed on the portal, all the required details of the vehicles can be known, even by ordinary citizen. The Court has further been informed that details of earlier owner of the vehicle, etc. can also be made known to certain agencies to whom access has been provided by the Transport Department. 2. We have also interacted with the Commissioner and Secretary, Home Department, Assam Shri M.S. Manivannan. An assurance has been given to the Court that access to details of vehicles in regard to make of the vehicle, registration number of the vehicle, chassis number of the vehicle, engine number of the vehicle and other related facts in relation to the vehicle would be given to every police station. This shall enable police personnel on beat duty to access relevant details about the vehicle apprehended on suspicion. 3. We appreciate the effort put in, not only by the Transport Department, but also National Information Centre who had prepared such an extensive software and enabled uploading and database warehousing of the same which is assisting not only ordinary citizens but would also aid in law enforcement and prevention/detection of crime. 4. So far the land records are concerned, Mr. M.S. Manivannan, Commissioner and Secretary, Revenue and Disaster Management, Assam assisted by Mr. Devajit Bhattacharyya, Senior Technical Director, NIC, Assam have given a live demonstration. It has been projected that the land record can be assessed in the entire State of Assam. The Court has been informed that so far as uploading of Sale Deeds is concerned, work has been completed in five Districts. For the other Districts, work is going on. 5. On considering the demonstration, we are absolutely satisfied that the needful has been done by the Department for the convenience of the citizens, so as to avoid any kind of harassment to the citizens who want to purchase or sell land. The land records prepared by Revenue Offices can be accessed and copies thereof can be taken through the official portal. 6. We appreciate the effort put in by the Department in conjunction with the National Informatics Centre. The information given on the official portal would benefit ordinary citizens and would come to their aid in asserting their civil rights. 7. In view of the above, we find no reason to keep this petition pending. The respondents have already taken care of all the issues raised by virtue of this petition. 8. Disposed of.
