JUDGMENT 1. This matter has been heard through video conferencing. 2. The petitioner is the Head Bench Secretary in this High Court. Petitioner is aggrieved by the non-fixation of his pay scale, which is Rs.12,000-16,500/-. According to the petitioner, though he has been given the pay scale of Rs.12,000-16,500/-, but fixation of his salary has not been done as per this pay scale. 3. Mr. Anil Kumar Bisht, Standing Counsel represents the State/respondent nos. 1 and 2 and Mr. Paresh Tripathi, Advocate represents the High Court. They both have contended that this pay scale was never given to the petitioner. 4. In any case, when the petitioner made a representation before the Registrar General of this Court, it ought to have been decided by a speaking order. 5. Evidently, this has not been done. The representation of the petitioner has been rejected by the concerned Authority by a very cryptic order dated 17.08.2019. 6. Purely for this reason, we set aside the order dated 17.08.2019 passed by the Registrar General of this Court and direct the Registrar General to look into the grievance of the petitioner afresh and decide the representation of the petitioner by passing a speaking order, within a period of two weeks from the date a certified copy of this order is produced before him. 7. In view of the above, the writ petition stands disposed accordingly.
