JUDGMENT Ravi Malimath, A.C.J.(Oral) Aggrieved by the order dated 19.10.2020, passed by the learned Single Judge in partly allowing the writ petition, respondent no.4, therein, has filed this appeal. 2. Learned counsel for the appellant contends that the learned Single Judge has committed an error in allowing the writ petition and setting aside the impugned order dated 21.09.2020 passed by the District Supply Officer, Dehradun.. 3. However, on hearing learned counsels, we do not find any merit in this appeal. Primarily, the question of locus standi has not been properly answered by the appellant. The appellant is none other than the village pradhan. The cards have been shifted from one to another and thereafter re-shifted by virtue of the impugned order. 4. Under these circumstances, we do not find that any legal right of the appellant stands infringed. The appellant is a village pradhan. Whether the cards are with one person or another, should not affect him. He has no interest in the same. The further contention that the interest of the villagers has been affected because on their complaint the impugned order in the writ petition has been passed is also unsustainable. The cards attached to the village have continued to remain in the village. It is only shifting from one shop to another. 5. Therefore, we find that the appellant has no locus standi to maintain this appeal. Hence, the appeal is dismissed. 6. Stay application (CLMA No. 9883 of 2020) stands disposed-off.
