JUDGMENT 1. The anxiety of the petitioners in this public interest litigation is that the workmen in the jute industry are not receiving their wages. 2. We have heard learned counsel for the petitioners and learned Advocate General for the State. 3. We direct the State Government acting through the Labour Commissioner or any other authorized principal officer including the Principal Secretary of the department to take up the matter in right earnest and enter into a meaningful dialogue with the concerned jute industry people and ensure to the best of their ability the payment of wages to the workmen of the jute industry. 4. Let this exercise be taken up immediately and in right spirit since we are conscious of the difficulty that the workmen in the jute industry are facing due to nonpayment of their wages. 5. The exercise should be completed by the State Government as soon as possible and preferably within a period of four weeks from date. 6. No useful purpose will be served by keeping this writ petition pending. 7. We dispose of the writ petition keeping open all other issues that may be available to the petitioners. 8. It is expected that the State Government shall play a positive and proactive role in this matter generating requisite motivation. 9. Since no affidavit has been called for, the allegations in the writ petition are deemed not to be admitted by the respondents.
