JUDGMENT (Prayer: Writ petition is filed under Article 226 of the Constitution of India to issue a Writ of Habeus Corpus granting liberty to the persons who are in the Jail and the persons who have filed Bail Petitions by way of an interim bail except in heinous crimes all over Tamil Nadu as well as take on file the Mandatory Bail Petitions and hear the same and hear the Bail Petitions filed through e-mail in accordance with law.) N. Kirubakaran, J. 1. Mr.G.Mohana Krishnan, party-in-person and Mr.Rajagopal, learned counsel who is present before this Court would submit that not even a single petition filed for Anticipatory Bail as well as Bail has been disposed of by the District Court and all the matters are stagnated in the District level itself without disposal. Therefore, the Registrar General, High Court of Madras has to get instructions from all the District Judges as to how many matters are filed for Anticipatory Bail and Bail from 21.03.2020 and how many petitions have been disposed of by them. 2. Meanwhile, learned Public Prosecutor shall also get instructions as to whether appropriate instructions were given by the investigation officer to the concerned Public Prosecutor before the District Court so as to enable the District Court to dispose of the Anticipatory Bail and Bail petitions. 3. Mr.P.Kannan Kumar, learned counsel takes notice on behalf of the 5th respondent. 4. We request the learned State Public Prosecutor to assist the Court in the next hearing. 5.
