JUDGMENT B. Vijaysen Reddy, J. - The appellants-writ petitioners have filed the present writ appeal challenging the order dated 28.01.2020, passed by a learned Single Judge, in W.P.No.140 of 2020, wherein they had questioned the inaction of the respondent Nos.1 to 6 in acting upon their representation dated 01.08.2019. 2. However, by the impugned order, the learned Single Judge while taking note of the pendency of W.P.No.22417 of 2018, in relation to the same subject, filed by the respondent No.7 and various other Law Colleges, permitted the appellants-writ petitioners to get themselves impleaded in the said writ petition and to ventilate their grievance with regard to enhancement of fee being sought for by the respondent No.7. 3. Today, when the matter has come up for admission, Mr. H.B.Ramcharan Lal, the learned counsel for the appellants, submits that the appellants-writ petitioners have completed their L.L.B (3 Years) Course and are in dire necessity to apply for admission into the next higher courses. Therefore, they require the Graduation Certificates to be issued to them. 4. On the other hand, Mr. A. Ushi Reddy, the learned counsel for the respondent No.7, and Mr. Ch. Jagannatha Rao, the learned Standing Counsel for the respondent Nos.3 and 6, submit that the appellantswrit petitioners have to get necessary relief only in the pending W.P.No.22417 of 2018. However, in case the appellants-writ petitioners furnish bank guarantee for the disputed/enhanced amount, the respondent Nos.3, 6 and 7 do not have any objection to release their certificates. 5. Mr. Ramcharan Lal has agreed for the said proposal. He also states that the appellant No.2 has already paid the full amount. 6. In view of the same, this writ appeal is disposed of leaving it open to the appellant Nos.1, 3, 4 and 5 to furnish their respective bank guarantees for the disputed/enhanced amount. Upon furnishing of such bank guarantee by the appellant Nos.1, 3, 4 and 5, their L.L.B (3 Years) Course certificates shall be released to them forthwith. Since the appellant No.2 is stated to have already paid the full amount, his L.L.B (3 Years) Course certificate shall also be released forthwith. It is also made clear that the order of the learned Single Judge, to the extent of directing the appellants-writ petitioners to get themselves impleaded in W.P.No.22417 of 2018, is not interfered with.

The appellants-writ petitioners are at liberty to get themselves impleaded in the said writ petition, and subject to the outcome of the said writ petition, the amounts covered under the bank guarantees being furnished by the appellants-writ petitioners shall be released to those parties, in whose favour the writ petition is decided. There shall be no order as to costs. 7. The miscellaneous petitions pending, if any, shall stand closed.
