JUDGMENT 1. The petitioners who are the students of respondent No.4 institution accommodated in the hostel belonging to it, are before this Court for a writ of certiorari to quash the letter dated 22.04.2020 issued by the 3rd respondent Tahsildar as per the directions of the Deputy Commissioner for formation of isolation units in the hostel belonging to 4th respondent to quarantine the suspects of Covid-19 virus. 2. The main grievance of the learned counsel for the petitioners is that around 2000 students stay in the hostel rooms which are intended to be taken by the government for formation of isolation units, even though many other government buildings, government high school grounds, pre-metric boys hostels, government girls hostels and other government buildings are available. If the building managed by the 4th respondent is taken away for formation of isolation units, the interest of 250 students, who are staying in the said rooms as on today, would suffer. Therefore, he sought to allow the writ petition. 3. Per contra, Sri M.Subramanya, learned Additional Advocate General, on instructions, submits that the 4th respondent-Management has no objection to provide 300 rooms situated in two blocks i.e., Hemavathi Block and boys block for formation of isolation units. He submits that there are three blocks. The girls hostel block consisting of 100 rooms is away from the other two blocks. Presently only 5 students (boys) are staying in the hostel and they will be shifted to the girls hostel block (as there are no girl students in the hostel), till the lockdown due to pandemic Covid-19 is lifted. The submission is placed on record. 4. Though this Court has expressed anguish about the way in which the students are before this Court, when Covid-19, a hidden enemy has hit the entire world, the petitioners should have come forward to accommodate in the hostel for the needy, in the larger interest of the Nation/Society. But they filed the writ petition unnecessarily for their self interest, even though the 4th respondent has offered the hostel for the public purpose. 5.

Be that as it may, in view of the fair submission made by the learned Additional Advocate General on instructions, that the five students including the petitioners herein will be accommodated in the girls hostel i.e., block containing 100 rooms which is away from the other two blocks containing 300 rooms, the writ petition is disposed off directing the respondent Nos.2 and 3 to ensure the accommodation to all the five students including the petitioners in the girls hostel, till the lockdown is being lifted by the Government or the completion of quarantine for the suspects, whichever is later.
