ORDER 1. The Court is convened through Video Conferencing. 2. Heard the learned Additional Advocate General appearing for the State of Madhya Pradesh. 3. There has been an inordinate delay of 130 days in filing the Special Leave Petition and 200 days of delay in refiling the Special Leave Petition which has not been satisfactorily explained the State of M.P. 4. Even on merits, we see no reason to interfere with the impugned order passed by the High Court. 5. The Special Leave Petition is, accordingly, dismissed on the ground of delay as well as on merits. 6. Pending application filed in the matter also stands disposed of.
