JUDGMENT 1. At the outset, petitioner present in person, seeks leave to amend to implead the Goa State Pollution Control Board, through its Member Secretary, as a party respondent to the petition. Leave granted. Amendment to be carried out forthwith. 2. Heard petitioner in person. 3. Issue notice to the respondents, returnable on 13.12.2021. Mr. P. Arolkar, learned Additional Government Advocate waives notice on behalf of the respondent no.1. In addition to Court notice, the petitioner to serve the respondent no.2, i.e. the Chief Officer, Margao Municipal Council as well as the newly added respondent no.3 by private notice.
