JUDGMENT Manoj Kumar Tiwari, J. - Petitioner is a contractor, who was awarded a contract for supply, testing and installation of a pumping plant at Pumping Station, Latowali, Haridwar by respondent no.2. 2. According to the petitioner, he completed the work to the satisfaction of respondent no.2, however, full payment for the work done has not been made to him. Thus, feeling aggrieved, petitioner has approached this Court seeking a direction to respondent no.2 to release the balance payment for the work done by him under the contract. 3. Mr. Bhupendra Bisht, learned counsel appearing for respondent no.2, on instructions, submits that Uttarakhand Peyjal Sansadhan Vikas Evam Nirmaan Nigam (respondent no. 2) was only the implementing agency and the work was to be funded by Haridwar-Roorkee Development Authority. He further submitted that since funds were not released by Haridwar-Roorkee Development Authority (respondent no. 3), therefore, full payment could not be made to the petitioner. He further submitted that now funds have been released by respondent no.3 on 01.10.2021, thus he assured the Court that respondent no.2 would take decision in the matter as early as possible. 4. Having regard to the facts and circumstances of the case, the writ petition is disposed of with a liberty to the petitioner to make representation to respondent no.2. If such representation is made within two weeks from today, decision thereupon shall be taken by respondent no.2 as early as possible, but not later than six weeks from the date of receipt of representation alongwith certified copy of this order.
