ORDER : Heard learned counsel for petitioner and learned Assistant Government Pleader for Revenue. 2. Petitioner claims to be the owner and in possession of agricultural land to an extent of Ac.9-18 guntas in survey No.74/2, Ac.6-37 guntas in survey No.560/P6 and Ac.5-08 guntas in survey No.600/P2 of Achempet Village in Nizamsagar Mandal, Kamareddy District. He is granted pattadar passbooks and has been cultivating the above extent of land. The Government notified the Rythu Bandhu Scheme to support the families and extended Rs.4000/- per acre for the purpose of carrying on agricultural operations for the lands owned by the farmers. Such benefit is extended to two crop seasons. According to petitioner, he was granted the benefit till June, 2020, but thereafter, the benefit is not extended to him for the reasons best known causing hardship in carrying on agricultural operations. On 19.01.2021, he submitted representation addressed to the Principal Secretary to Government, the Commissioner and Director for Agriculture, the District Collector, Kamareddy District, the District Agricultural Officer, Kamareddy District and the Agricultural Officer, Nizamsagar Mandal. Alleging inaction on the said representation, this writ petition is filed. 3. Learned Government Pleader points out that as per the scheme notified by G.O.Rt.No.231, Agriculture and Cooperation (AGRI.II) Department, dated 04.04.2018 redressal mechanism is created on grievances relating to Rythu Bandhu scheme benefits and once grievance is raised, the District Collector at the District level has thirty days time to deal with grievance, whereas, within one week this writ is filed. 4. Paragraph No.10 lists the guidelines on various aspects. Last sub-paragraph of this paragraph deals with redressal mechanism. The District Collector has to look into the grievance arising at the Mandal level, ADA Division and District level, Commissioner and Director of Agriculture at State level and such redressal has to be attended within thirty days. Thus from the date of receipt of application on 19.01.2021, the District Collector has thirty days time to look into the grievance, but much before the expiry of the time, this writ petition is filed. 5. Therefore, it cannot be said that there is inordinate delay in attending to the grievance and respondents were negligent in answering the grievance of the petitioner warranting interference by this Court.
