ORDER : SLP (CIVIL) NO. 32327/2018 1. Mr. Ravindra Keshavrao Adsure, learned counsel appearing for the petitioners seeks permission to withdraw SLP (Civil) No. 32327 of 2018. 2. Permission granted. 3. The special leave petition is, accordingly, dismissed as withdrawn. SLP (CIVIL) NO. 673/2020 De-tagged. Rest of the matters: 1. Pursuant to an earlier Order passed by this Court, learned Attorney General for India has circulated a note on the issues that arise for consideration in these matters. Issues identified by the States of Maharashtra and Tripura were also placed before this Court. 2. Issues separately given to the learned AG by Dr. Rajeev Dhavan and Ms. Indira Jaising, learned senior counsel have been placed before us. The learned AG submitted that there is no need for reconsidering the law laid down by this Court in respect of interpretation of Articles 16(4) and 16(4A) of the Constitution of India. He submitted that a scrutiny of the judgments delivered by this Court would clear all the issues that arise for consideration in all these matters. 3. It has been brought to our notice that issues peculiar to the States can be grouped into eleven categories. There is already an order passed by this Court that the State Governments have to identify the issues that arise in the cases from each State and provide a copy of the same to the learned AG. 4. We direct the Advocates on Record for the State Governments to identify the issues peculiar to their States and submit the same to this Court within a period of two weeks from today. A copy of the issues shall be circulated to the office of learned AG. 5. Learned counsel appearing for the parties are permitted to circulate a written note of submissions not exceeding five pages along with the judgments they seek to rely upon, after serving a copy on the learned AG’s office, within a period of two weeks from today. 6. We make it clear that the time for arguments for each counsel shall not exceed thirty minutes. 7. List on 05.10.2021. 8. No adjournment shall be granted for any reason whatsoever.
