JUDGMENT 1. It is contended that the question of granting benefit under a One Time Settlement (OTS) scheme, if any, does not fall within the nature of dispute so as to vest jurisdiction to the Registrar, Co-operative Societies (T &P), Odisha, Bhubaneswar, acting as an Arbitrator under Section 68 of the Orissa Co-operative Societies Act, 1962. 2. Issue notice to the opposite parties through Speed Post/Registered Post with A.D. making it returnable by 09.02.2023. Requisites for issuance of notice to the opposite parties shall be filed within a week. 3. List on 9th February, 2023. 4. Meanwhile, the operation of the impugned order dated 31st December, 2021 (Annexure-5) shall remain stayed.
