SANJEEV PRAKASH SHARMA, J.:–Heard the parties. 2. The petitioner by way of this writ petition assails the order, dated 9th March, 2020, passed by the Director, Secondary Education, Human Resources Development Department, Government of Bihar, Patna, whereby the claim set-up by the petitioner for getting the name changed of the high school situated at Ganjipaita instead of Biratpur has been rejected. 3. Learned counsel submits that earlier the petitioner preferred a writ petition before this Court bearing C.W.J.C. No. 18818 of 2013 wherein this Court after noticing the prayer made relegated him to file a petition for the minor change in the name of the school before the Director, Secondary Education, Human Resources Development Department, Government of Bihar, Patna. 4. It appears that a review petition was preferred by one Permanand Singh seeking review of the order on the ground that he should be heard before passing of the said order. This Court rejected the review petition observing that there is no judicial order passed adverse to the interest of the said review petition or thereafter the Director has passed the order dated 06.03.3030 rejecting the claim of the petitioner and hence, the present petition has been preferred. 5. Learned counsel submits that the school actually is situated in village Ganjipaita and therefore the name of the place of the school should be Ganjipaita and not Biratpur. 6. Learned counsel in support of his contention has also taken this Court to the revenue records and the report showing that the land is situated in revenue village Ganjipaita. 7. I have considered the submissions noted above. 8. The Director in his order, dated 6th March, 2020, mentions that the school is situated in the premises of a temple of Goddess of Maa Chandi at Biratpur. It is functional on land for more than 50 years and is known by the name of Goddess and the place mentioned as Biratpur. Village Ganjipaita a revenue village in post Biratpur and the concerned claimant, Manoj Kumar, belongs to village Ganjipaita and therefore he wants the name of Ganjipaita to be mentioned as the place of the school. The Director having considered all the aspects reached to the conclusion that the name of the school which is known to everyone for more than 50 years to be situated at Biratpur ought not to be changed.

This Court finds that the decision taken by the Director can not be said to be in any manner perverse or unjustified. In the opinion of this Court, name and place of the school is to be provided by the educational authorities and it is in their exclusive administrative domain. No judicial review can be done with regard to such aspects, no right of any individual or for that matter nor entrust is taken away therefore for getting the name of the school changed, the writ petition is not maintainable. 9. In view of above, the writ petition is wholly frivolous and is accordingly dismissed.
