JUDGMENT Dr. Justice S.K. Panigrahi, J. - This matter is taken up through hybrid arrangement. 2. Heard learned counsel for the petitioner and learned counsel for the State. 3. The petitioner has married to one Liza Samal on inter-caste marriage basis. As per the policy of the Government, they got award as monetary assistance of Rs.2,50,000/- with a locking period of three years. 4. The grievance of the petitioner is that his wife is suffering from some mental diseases and she is undergoing treatment in S.C.B. Medical Coillege & Hospital, Cuttack. Due to shortage of money, her treratment is getting severely impaired. Consequently, he is in need of withdrawal of said money though the moratorium period has not been over. The insisting of money for treatment of his wife has constrained him seeking permission of this Court for withdrawal of money. 5. In such view of the matter the opposite party No.5/Manager of Union Bank of India, Chandini Chowk, Cuttack is directed to release the said deposit in favour of the petitioner as early as possible for the purpose as aforesaid. 6. The Writ Petition (Civil) accordingly stands disposed of. 7. Issue urgent certified copy of the order as per Rules.
