JUDGMENT Arindam Lodh, J. - Heard Mr. P. Roy Barman, learned senior counsel assisted by Mr. K. Nath, learned counsel appearing for the petitioners. 2. Mr. D. Bhattacharya, learned G.A. assisted by Mr. P. Saha, learned counsel appearing for the State-respondents submits that he could not obtain necessary instructions from the concerned authorities as regards the promotion of the petitioners.
