JUDGMENT (Prayer:Writ Petitionis filed under Article 226 of Constitution of India, toissue a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned returned letter No.110698/T2/2023 issued by the respondent dated 26.07.2023 of the application of the students of the petitioner''s institution and quash the same and consequently to direct the respondent to verify the files in respect of the renewal of the petitioner''s institution and to restore the same.) The petitioner is running a technical institute for teaching typewriting and shorthand. It has now trained 27 students in typewriting. When the petitioner forwarded the online application for the students to take the typewriting exam, it was rejected by the respondent on the ground that the approval for the petitioner''s institution was not renewed for the year 2021-2022. Subsequently, offline applications were made and that too came to be rejected. 2. Mr.V.Manoharan, learned Additional Government Pleader, takes notice for the respondent. 3. The learned Additional Government Pleader, on instructions, submitted that inasmuch as the approval for the petitioner''s institute has not been renewed thus far, it cannot sponsor any students to take the typewriting exam. However, these students can apply privately and participate in the examination. 4. The learned Additional Government Pleader, on written instruction, made a statement that none of the 27 students from the petitioner''s institute have made an online application. Secondly, the petitioner''s institute cannot apply now since it does not have approval. He also added that the registration process for the current examination is over, and the examination is scheduled to take place on 19th and 20th August 2023, and the hall tickets too have been distributed. 5. The said statement of the learned Additional Government Pleader is hereby recorded. 6. This Court is further informed that the last date for filing the online Application is over. 7. It is a curious case where the institute cannot sponsor the students but, the students can sponsor themselves. As of now, the institute has forwarded the applications of the students to take the typewriting exam, and it was rejected solely on the ground that the institution does not have any approval. 8. This Court considers that the petitioner has come a few stages too late.

Now, inasmuch as the respondent has stated that it would accept applications for the examination from the candidates themselves as private candidates, the only option now available for the students to sit for the examination as private candidates. 9. The Writ Petition stands closed. No costs. Consequently, the connected miscellaneous petition is closed.
