ORDER 1. By way of this petition filed under Article 32 of the Constitution, the petitioner has prayed for the following reliefs: '(i) to issue Writ of Mandamus or any other appropriate writs, directions, orders of like nature directing the Respondents to ensure that the adequate and proper medical facilities are available in the Supreme Court Premises for the practicing lawyers/members of Supreme Court Bar Association; and/or (ii) to issue an appropriate Writ, Order or Direction in the nature or Mandamus directing the respondent No.1 to allow the members of SCBA to get treatment in the CGHS Dispensary in the premises of this Hon'ble Court and/or (iii) to issue an appropriate Writ, Order and Direction in the nature of Madamus directing the respondent(s) to provide a common health dispensary instead of dispensary run by CGHS and over the possession of the medical dispensary for the members of SCBA & their staff etc.' 2. An advance copy of the petition was served upon the Registry. 3. Pursuant to the order dated 09.12.2022, a detailed report has been submitted by the Registry in which it is stated that a Delhi Government Health Centre is in existence in the Low Security zone of the Main Campus of Supreme Court of India for extending medical facilities including emergency response mechanism to advocates, litigants and others. It is further stated that at present, 2 Doctors, 1 Sr. Pharmacy Officer, 1 Pharmacist, 1 ANM and 1 Nursing Orderly are available in the said Centre. It is further pointed out that there are ten rooms in the Centre namely, 5 Doctors Room, 1 Lab, 1 ANM Room, 1 Dressing Room, 1 Pharmacy and 1 Store Room. It is further submitted that the services in the Centre provided are as under: (A) Emergency Services: 1. Provision of ECG testing 2. AED (Automated External Defibrillator) 3. Oxygen Cylinder 4. Beds 5. Ambubag 6. Suction Machine 7. ACLS (Advanced Cardiac Vascular Life Support) Ambulance for 24X7 hours (B) Laboratory Services: Haemoglobin, Blood Sugar, Serum Bilirubin Total, Serum Bilirubin Direct, SGOT (C) OPD Services: 4. Availability of all regular medicines [Annexure 'C'] 5. It is further pointed out that all emergency cases from DGHC are referred to Casualty Lok Nayak Jai Prakash and GB Pant hospitals. It is also submitted that all required medicines are available in the DGHC. 6.

Now, sofar as the prayer made to avail the benefit under the CGHS is concerned, it is submitted that under the CGHS, facilities cannot be extended to the members of the Bar. Sofar as the services of the Cardiologists are concerned, a request is already made by the Registry to the Health Secretary, Delhi Government for upgrading the medical facilities. A request is also made to ensure adequate number of specialists from different fields like Cardiologists, Ortho, ENT etc. 7. On going through the report submitted by the Registry, it appears that full medical facilities and services are being provided under the Delhi Government Health Centre Scheme. It is also reported that two well equipped ambulances are available 24X7, which are all throughout available in the Supreme Court premises. 8. In that view of the matter, no further order is required to be passed in the present writ petition except directing the Health Secretary, Delhi Government to consider the communication dated 19.11.2022 and to take further steps as per the request, at the earliest. 9. The present writ petition stands disposed of.
