JUDGMENT Mr. Anil Kshetarpal, J.(Oral) The petitioner prays for the issuance of a writ in the nature of mandamus to direct the respondents to promote the petitioner on the post of Vocational Lecturer (Mechanical Engineering). The petitioner after having retired from the Indian Air Force joined the Education Department as a Hindi Master on 01.02.2002. He claims to have served from 14.04.1981 to 30.04.2001 as M.T. Fitter in Indian Air Force. He also claims that Diploma in M.T Fitter/Indian Air Force Air Frame Fitter is equivalent to the Diploma in Mechanical Engineering. 2. The respondents have contested the case while submitting that as per the Punjab State Education Class-III (School Cadres) Rules, 1978 as amended vide notification dated 08.07.1995, the petitioner is not entitled to be considered for the said promotion. 3. The learned counsel representing the petitioner does not dispute that the Rules of 1978 are applicable to his case. The petitioner aspires for promotion to the post of the Vocational Lecturer. It is the stand of the State that as per the service rules that govern the post, there is no avenue for a Hindi Master to be promoted as a Vocational Master (Mechanical Engineering). 4. The learned counsel representing the petitioner fails to draw the attention of the court to any service rules which entitle a Hindi Master to be considered for the post of a Vocational Lecturer (Mechanical Engineering). 5. Hence, no ground to issue the writ as prayed for is made out. 6. Dismissed. 7. All the pending miscellaneous applications, if any, are also disposed of.
