ORDER : 1. This original petition is pending before this Court in relation to the promotion of the Certificate holders to the post of Assistant Engineers. There appears to have different channel of promotion for the Diploma holders and the Certificate holders. 2. We make it clear that the stay granted by this Court can be only in respect of the channel of promotion to be effected for the Certificate holders and if there is any separate channel for the Diploma holders, that can be effected in accordance with law. 3.
