ORDER : 1. The petitioner has approached this Court with a specific pleading that due to technical glitch he could not upload one of the experience certificates he already had, while submitting the online application form. 2. It is a case set up by the petitioner that he had uploaded one experience certificate and other experience certificate which is at page No. 32 (Annexure-4) of the writ petition could not be uploaded. 3. Mr. Sandhu, learned counsel for the petitioner submitted that when the petitioner was called for document verification, he produced both the certificate (Annexure-3 and Annexure-4) but the respondents have refused to consider the second certificate (Annexure-4) citing that the same was not submitted with the application form. 4. Learned counsel for the petitioner argued that as the petitioner had failed to furnish the certificate on account of technical glitch, it was incumbent upon the respondents to have considered his experience certificate when it was produced during document verification. 5. Mr. Bhati, learned counsel for the respondents on the other hand submitted that the petitioner has no right to rely upon a document which was not uploaded along with the application form. 6. While submitting that the application form was submitted on 21.12.2021 and last date was 31.12.2021, learned counsel argued that in case the petitioner faced any problem in uploading the experience certificate, he ought to have made an application for correction in the particulars as per clause 17 of the advertisement dated 24.11.2021 or at-least he ought to have made a representation before respondents prior to the date of document verification. 7. Heard learned counsel for the parties and perused the record. 8. This Court is unable to accept the petitioner's plea that due to technical glitch, he could not furnish second experience certificate (Annexure-4). Had there been any technical glitch, the petitioner could not have been able to upload the other certificate as well (Annexure-3). It has to be petitioner's negligence or inadvertence, due to which the second certificate was not uploaded. 9. Since, the petitioner has failed to upload the other certificate (Annexure-4), he cannot be given any right to rely upon certificate in the face of specific conditions of the advertisement. 10.
It has to be petitioner's negligence or inadvertence, due to which the second certificate was not uploaded. 9. Since, the petitioner has failed to upload the other certificate (Annexure-4), he cannot be given any right to rely upon certificate in the face of specific conditions of the advertisement. 10. That apart, the certificate (Annexure-4) which is at page No. 32 does not bear any date and the same only shows the period of experience i.e. from July 2016 to July 2017 as mechanic. This Court has its own doubt about the very veracity/genuineness of this certificate, muchless petitioner's assertion about the technical glitch. 11. This Court does not find any reason to interfere in the present writ petition. 12. For the reasons aforesaid, the petition is, therefore, dismissed. 13. Stay application also stands dismissed, accordingly.
