ORDER : ANIL KUMAR JUKANTI, J. W.P.No.5676 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18172/G1/ 2019 dated 16.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.98 of 2019 dated 19.11.2019, in respect of the Plot No.37 in Survey Nos.36/AA/14, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 25.07.2019, bearing Pending Document No.P503/2019 executed in favour of the petitioner and pass such other order or orders…” 2. W.P.No.6107 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18173/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.72 of 2019 dated 19.11.2019, in respect of the Plot No.23 in Survey Nos.36/AA/11, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles l4 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 19.06.2019, bearing Pending Document No.P377/2019 executed in favour of the petitioner and pass such other order or orders…” 3. W.P.No.6122 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18174/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.103 of 2019 dated 19.11.2019, in respect of the Plot No.26 in Survey Nos.36/AA/11, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles l4 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 07.08.2019, bearing Pending Document No.P566/2019 executed in favour of the petitioner and pass such other order or orders…” 4. W.P.No.6129 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18176/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.71 of 2019 dated 19.11.2019, in respect of the Plot No.18 in Survey Nos.36/AA/14, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles l4 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 19.05.2019, bearing Pending Document No.P378/2019 executed in favour of the petitioner and pass such other order or orders…” 5. W.P.No.6765 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18195/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.131 of 2019 dated 21.11.2019, in respect of the Plot No.157 in Survey Nos.36/AA/14, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles l4 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 25.10.2019, bearing Pending Document No.P757/2019 executed in favour of the petitioner and pass such other order or orders…” 6. W.P.No.6920 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18179/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.77 of 2019 dated 19.11.2019, in respect of the Plot No.348 in Survey Nos.36/AA/11, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors, and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Agreement of Sale Cum Irrevocable General Power of Attorney dated 03.07.2019, bearing Pending Document No.P434/2019 executed in favour of the petitioner and pass such other order or orders…” 7. W.P.No.7278 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.591/G1/ 2020 dated 16.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.149 of 2019 dated 09.12.2019, in respect of the Plot No.52 in Survey Nos.36/AA/14, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 06.11.2019, bearing Pending Document No.P774/2019 executed in favour of the petitioner and pass such other order or orders…” 8. W.P.No.7399 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18197/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.121 of 2019 dated 21.11.2019, in respect of the Plot No.174 in Survey Nos.36/AA/11, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles l4 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 01.10.2019, bearing Pending Document No.P721/2019 executed in favour of the petitioner and pass such other order or orders…” 9. W.P.No.7407 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.589/G1/ 2020 dated 16.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.151 of 2019 dated 09.12.2019, in respect of the Plot No.359 in Survey Nos.36/AA/11, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 06.11.2019, bearing Pending Document No.P776/2019 executed in favour of the petitioner and pass such other order or orders…” 10. W.P.No.7412 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.588/G1/ 2020 dated 16.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.150 of 2019 dated 09.12.2019, in respect of the Plot No.53 in Survey Nos.36/AA/14, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles l4 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 06.11.2019, bearing Pending Document No.P775/2019 executed in favour of the petitioner and pass such other order or orders…” 11. W.P.No.7603 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.18198/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing No.123 of 2019 dated 21.11.2019, in respect of the Plot No.176 and 177 in Survey Nos.36/AA/14, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/ 2013/Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 01.10.2019, bearing Pending Document No.P722/2019 executed in favour of the petitioner and pass such other order or orders…” 12. W.P.No.7787 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.9349/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing Refusal No.49 of 2019 dated 27.05.2019, in respect of the Plot No.127 in Survey Nos.36/AA/6, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpall,y said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 27.05.2019, bearing Pending Document No.P323/2019 executed in favour of the petitioner and pass such other order or orders…” 13. W.P.No.7829 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.4933/G1/ 2019 dated 23.04.2019 confirming the Order of the Third Respondent in Proceedings bearing Refusal No.26 of 2019 dated 26.02.2019, in respect of the Plot No.9 in Survey Nos.36/AA/7, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 23.02.2019, bearing Pending Document No.P113/2019 executed in favour of the petitioner and pass such other order or orders…” 14. W.P.No.7923 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.9347/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing Refusal No.47 of 2019 dated 27.05.2019, in respect of the Plot No.117 in Survey Nos.36/AA/6, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 27.05.2019, bearing Pending Document No.P321/2019 executed in favour of the petitioner and pass such other order or orders…” 15. W.P.No.8595 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.9346/G1/ 2019 dated 17.06.2020 confirming the Order of the Third Respondent in Proceedings bearing Refusal No.48 of 2019 dated 27.05.2019, in respect of the Plot No.126 in Survey Nos.36/AA/6, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 27.05.2019, bearing Pending Document No.P322/2019 executed in favour of the petitioner and pass such other order or orders…” 16. W.P.No.9075 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings hearing No.18190/1/ G1/2019 dated 13.07.2020 confirming the Order of the Third Respondent in Proceedings bearing Refusal No.52 of 2019 dated 03.06.2019, in respect of the Plot No.154 in Survey Nos.36/AA/6, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/ 2013/Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 01.06.2019, bearing Pending Document No.P338/2019 executed in favour of the petitioner and pass such other order or orders…” 17. W.P.No.9099 of 2021 is filed seeking the following relief: “…to issue an appropriate Writ, Order or Direction more particularly one in the nature of Writ of Mandamus declaring that the order of the Second Respondent in proceedings bearing No.10526/G1/ 2019 dated 14.07.2020 confirming the Order of the Third Respondent in Proceedings bearing Refusal No.37 of 2019 dated 20.05.2019, in respect of the Plot No.147 in Survey Nos.36/AA/6, situated at Gopanpally Village, Serilingampally Mandal, Ranga Reddy District, acting on the alleged notification dated 26.09.2013 in File No.E5/4733/2013/ Serilingampally/Gopanpally, said to have been issued by the District Collector and the letter bearing No.B/322/2007, dated 08.09.2011 stated to have been issued by the Tahsildar and Deputy Collector, Serilingampally Mandal, in a selective manner as being illegal, arbitrary, discriminatory, contrary to law, suffers from jurisdictional errors and violative of the principles of natural justice and violative of Articles 14 and 300-A of the Constitution of India and further direct the respondents to receive and register the Sale Deed dated 18.05.2019, bearing Pending Document No.P295/2019 executed in favour of the petitioner and pass such other order or orders…” 18. Heard Mr. B.Venkateswara Rao, learned counsel for petitioner and Ms. Dara Haritha Kiran, learned Assistant Government Pleader for Stamps and Registration appearing for respondents in all these writ petitions. 19. Learned counsel for petitioner submitted that the subject matter in this batch of writ petitions is identical to the subject matter in W.P.No.4475 of 2021 & batch, that by common order dated 06.10.2025, this Court allowed the writ petitions. Hence, similar orders be passed in this batch of writ petitions. 20. For reasons alike, as stated in the common order, dated 06.10.2025, in W.P.No.4475 of 2021 & batch and in terms thereof, the Writ Petitions are allowed “qua” the writ petitioners, “qua” the prayers. No order as to costs. Miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
