ORDER : SURAJ GOVINDARAJ, J. 1. The petitioners are before this Court seeking for the following reliefs: (a) Issue a writ, order or direction in the nature of mandamus to consider the representations dated 26.03.2023 as per Annexure-B made by the petitioners to Respondent Nos.2 to allot sites to the beneficiaries, under Special Ashraya Scheme. (b) Issue a writ, order or direction in the nature of mandamus to directing the Respondent Nos.2 take decision issue sites as per the communication letter dated 25.09.2024 and 31.08.2024 at Annexure-E and G respectively under Special Ashraya Scheme, in the interest of justice and equity. (c) Issue Direction to the Competent Authority to enter the name of the Beneficiaries for formation of 'Ramaswamy Layout' in the RTC under the Special Ashraya Scheme. 2. The petitioners had formed an association under the name of Janashree Rural Infrastructure Constructions Development Organization. The members of the said organization are involved in flower vending, housekeeping, roadside vegetable vending, garment factory employees, construction workers, auto drivers etc. 3. The said association and the petitioners had made an application for allotment of sites to respondent No.5 and respondent No.5 had issued a communication on 12.10.2023 to the Regional Commissioner, Mysuru District, for the granting of 6 acres of land for the formation of sites. 4. The petitioners thereafter followed up on the matter with the said respondent No.5. However, neither the sites have been formed nor the allotment has been made. In that background the representation submitted not being acted upon, the petitioners are before this Court. 5. Whenever any representation is submitted to a State Authority, it is required for the authority to answer the same and pass necessary orders either accepting or rejecting the request which has been made. If an order of rejection has passed, necessary reasons would have to follow the said order of rejection. Neither having been done, I passed the following: ORDER (i) The writ petition is allowed. (ii) A mandamus is issued directing respondent No.2 to consider the representation dated 26.03.2023 submitted by the petitioner at Annexure-B and in terms of the communications dated 25.09.2024 and 31.08.2024 at Annexures-E and G, respectively within a period of 60 days from the date of receipt of a copy of this order.
