JUDGMENT : N.Nagaresh, J. The petitioners are minors who were selected for training at the Women's Football Academy, Panampilly Nagar, Ernakulam. The petitioners seek a declaration that they are entitled to continue in the Women's Football Academy, Panampilly Nagar, Ernakulam. 2. The Women's Football Academy, Panampilly Nagar aims at promoting women's football under the age of 14 to international standard. It is a collaborative initiative of the Kerala State Sports Council and the Department of Education. The petitioners state that they are residents of various Districts in Kerala and they joined the Academy at Panampilly Nagar, Ernakulam in 2021. They were admitted to Schools in Ernakulam City, for their academic studies. The study consists of Phase I basic training for students in the 8 th to 10 th standards and Phase II advanced training for selected students in the 11 th and 12 th Standards. 3. On completion of Phase I basic training, after weeding out, the petitioners were found eligible for Phase II. The petitioners were required to apply for selection for Phase II. During the application process, there were only two College Academies in Thiruvalla and Irinjalakkuda where options were available for admission for Plus One class. The petitioners are not interested in joining the College Academies in Thiruvalla or Pathanamthitta. The petitioners remained in Panampilly Sports Academy and joined 11 th and 12 th classes in Ernakulam for pursuing their education. 4. The 3 rd respondent instructed them to vacate the hostel and join another College Academy as they were removed from the muster roll. The petitioners state that reallocating them to another Sports Academy may seriously affect their potential career growth. The petitioners therefore submitted Ext.P10 series of representations, which were of no avail. Hence, the petitioners are before this Court seeking to direct respondents 2 and 3 to allow the petitioners to continue in the Women's Football Academy, Panampilly Nagar, Ernakulam and to restore their name in the muster roll. 5. The 2 nd respondent-Secretary to Kerala Sports Council resisted the writ petition filing counter affidavit. The 2 nd respondent stated that the petitioners had participated in the selection trial for Higher Secondary (Plus One) after the 10 th Standard. After the selection process, they were granted admission to Football Academy at Marthoma College, Thiruvalla, which is also under the control of the 2 nd respondent. The petitioners have not joined at Thiruvalla. 6.
The 2 nd respondent stated that the petitioners had participated in the selection trial for Higher Secondary (Plus One) after the 10 th Standard. After the selection process, they were granted admission to Football Academy at Marthoma College, Thiruvalla, which is also under the control of the 2 nd respondent. The petitioners have not joined at Thiruvalla. 6. The training under the 2 nd respondent happens in two stages; one for candidates up to 10 th Standard and the 2 nd stage for candidates studying in 11 th and 12 th Standards. After the selection process to the Phase II, the petitioners were allotted to the Football Training Academy at Marthoma College, Thiruvalla. The selection process was conducted as per the norms prescribed by the Sports Council. Continuation of the petitioners in Panampilly Nagar Academy will adversely affect the training and career of other new students. The writ petition is without any merit and it is liable to be dismissed. 7. I have heard the learned counsel for the petitioners, the learned Government Pleader for the 1 st respondent and the learned Standing Counsel appearing for the 2 nd respondent. 8. The Women's Football Academy, Panampilly Nagar, Ernakulam is a collaborative initiative of the Kerala State Sports Council and the Department of Education. The Academy promotes women's football under the age of 14 to international standards. The five year training period is divided in to two stages. After three years (8, 9 and 10), those who are showing high level quality will be promoted to the next two years (Plus One and Plus Two). Only 25 girls will be selected. 9. The petitioners in this writ petition were selected and admitted to the Academy in the 2021-2022 Academic Year. When they completed the 3 year training, they were required to submit application for Phase II training. The applications were considered and candidates not up to the mark were weeded out. The petitioners are selected for Phase II training and were allotted to Marthoma College, Thiruvalla. The petitioners state that as they are from various Districts in Kerala and as they were pursuing their academic studies in Ernakulam City, they should be permitted to undergo the Phase II training at Women's Football Academy, Panampilly Nagar, Ernakulam itself. According to the petitioners, they are not likely to get quality training at Thiruvalla. 10.

According to the petitioners, they are not likely to get quality training at Thiruvalla. 10. The training program is designed by the 2 nd respondent. The training is divided into two Phases. The first Phase of three year duration will be in Women's Football Academy, Panampilly Nagar, Ernakulam. For the second Phase of training, the applicants are given options to join in the Academies at Thiruvalla or Irinjalakkuda where candidates can get admission to Plus One classes. The petitioners insist that their Phase II training also should be in Women's Football Academy, Panampilly Nagar, Ernakulam. 11. As the training program is designed by the respondents, it is for the respondents to decide the Scheme and syllabus of training. If the respondents have decided to hold the program in two Phases at two or three different places, the petitioners cannot insist to make alteration to the Scheme of the training. The petitioners are candidates who have gained by the three year training. It is for the 2 nd respondent to decide where the second Phase of training of the petitioners should be. That decision will depend upon availability of seats, sufficiency of infrastructure and deployment of resource persons/trainers. 12. Taking into consideration all the afore facts, the 2 nd respondent has required the petitioners to join at Thiruvalla Academy. The petitioners, who are only sports trainees, have no right to insist their retention in Ernakulam ignoring the norms and Scheme of the training. The writ petition is therefore without any merit and the writ petition is hence dismissed.
