JUDGMENT : ANIL KUMAR CHOUDHARY, J. Heard the parties. 2. Learned Senior Counsel for the petitioner seeks permission of this court to implead the Deputy Commissioner, Ranchi as Respondent no.6 and Superintendent of Police (Rural), Ranchi as Respondent no.7 in this writ petition. 3. The petitioner is directed to incorporate the designation and address of the respondent no.6 and 7 in the writ petition during the course of the day. 4. This Writ Petition (Cr.) under Article 226 of the Constitution of India has been filed with a prayer for issuance of an appropriate writ (s)/order (s)/direction (s) to the respondents to carry out due exercise as is required for maintaining law and order in and around the factory premises of the petitioner’s Limited Liability partnership firm. 5. Learned Senior Counsel for the petitioner submits that the petitioner’s unit is situated in the given address and is engaged in manufacturing of ropes, cores, yarns & twine etc. and more than 200 families/workers are involved in manufacturing activity as also in the administration work of the petitioner. The petitioner came into operation since September, 2023 in Tatisilwai, but since the inception, the petitioner has been facing difficulty in its normal operation at the behest of the workers, who used to work with M/S Chhotanagpur Rope Works Pvt. Ltd. in which owing interpersonal dispute between the directors, the company has closed down his business and the proceeding is going on at NCLT Kolkata. On 02.12.2024, the workers of the petitioner were not allowed to enter into the factory premises and though online complaint was made but no action has been taken. It is next submitted that on the basis of written report submitted Tatisilwai P.S. Case No.55 of 2024 has been registered but no action has been taken by the local administration to maintain law and order, hence, it is submitted that prayer as prayed for, in this writ petition, be allowed. 6. Learned counsel appearing for the State submits that respondents are duty bound to investigate the Tatisilwai P.S. Case no.55 of 2024 and will take the investigation to its logical conclusion. It is also submitted that the respondents will ensure that the law and order is maintained in and around the factory premises. 7.

Having heard the rival submissions made at the Bar and after considering the facts and circumstances of the case, the writ petition is disposed of with a direction to the respondents to ensure expeditious investigation of the Tatisilwai P.S. Case No.55 of 2024 and take the investigation to its logical conclusion preferably within a period of three months from the date of this order. Further, the respondents are directed to maintain law and order in and around the petitioner’s factory premises as is required under the circumstances to facilitate seamless entry and exit of the workers of the factory. 8. This W.P. (Cr.), stands disposed of accordingly.
