ORDER : C.KUMARAPPAN, J. The present writ petition has been filed for directing the Respondents to consider the Petitioner's Representation dated 02.06.2025 and grant the consequential relief of considering the petitioner's Application pending before the 4th Respondent vide Application No.20250418-5685. 2. Learned counsel for the petitioner would submit that the petitioner has completed a Post Graduate degree in Pediatric Medicine at Raja Rajeswari Medical College and Hospital in Bangalore. Learned counsel for the petitioner would further submit that the 4th respondent is not allowing the petitioner to upload the documents for registration on account of certain issues regarding the affiliation of the 5th respondent college. 3. It is seen from the record that the petitioner sent a representation on 02.06.2024 to the 4th respondent to verify the records and permit his registration, and such representation is pending before the 4th respondent. 4. At this juncture, the learned counsel appearing for the 1st and 2nd respondents would invite the attention of this Court in respect of UGC notification of the 1st respondent made in F.10/4/201/-U.3(A), Government of India, Ministry of Human Resource Development, Department of Higher Education, ICR Division, dated 14.02.2019 in Clause 4, 5 and 6(ii), (iii) and (ix), wherein the affiliation of the 4th respondent University has been dealt with in depth. “4. And further whereas, the Institution Deemed to be University submitted an application on 18.06.2018 for inciusion of RajaRajeswari Medical College & Hospital, Bengaluru, Karnataka under ambit of Dr. MGR Educational and Research Institute (Deemed to be University), Chennai, Tamil Nadu. The application was forwarded to UGC for examination and advice in accordance with the UGC (Institutions Deemed to be Universities) Regulations, 2016. 5. And whereas, UGC examined the application with the help of its Expert Committee consisting of a nominee of Medical Council of India. The Committee unanimously recommended that the request of Dr. MGR Educational & Research Institute, Chennai, Tamil Nadu for inclusion of Raja Rajeswari Medical College & Hospital (RRMCH), Bengaluru under its ambit may be considered by UGC. The report of the UGC Expert Committee was placed before the Commission in its 536th meeting (Itern No.2.04) held on 14.11.2018. The Commission considered and approved the recommendations of the UGC Expert Committee. .... 6(ii) Dr. MGR Educational and Research Institute (Deemed to be University), Chennai, Tamil Nadu shall award degrees only to those students who enrolled in the RajaRajeswari Medical College & Hospital, Bengaluru after disaffiliation of it from the affiliating university i.e. Rajiv Gandhi University of Health Sciences, Bengaluru. 6(iii) The students enrolled in RajaRajeswari Medical College & Hospital, Bengaluru prior to its inclusion under the ambit of Dr. MGR Educational and Research Institute, Chennai, Tamil Nadu shall, receive their degrees from the University to which the institution was affiliated at the time of their enrollment. 6(ix)The academic programmes offered/to be offered at the Constituent Institutions of the Deemed to be University shall conform to the norms and standards prescribed by the UGC and other Statutory Councils concerned.” 5. Learned counsel for the petitioner would further submit that the batchmates of the petitioner, who studied and completed the Post Graduate degree have already registered their degrees in the respective State Medical Associations and are practising. Only because of the issue with the 5th respondent college, the petitioner's registration is getting delayed. 6. In such view of the matter, without going into merits of this writ petition, this Court deems it appropriate to direct the 4th respondent to consider the petitioner's representation in line with the 1st respondent notification dated 14.02.2019 within a period of one week from today, without awaiting the order copy, and pass orders on its own merits and in accordance with law. 7. With the above directions, the writ petition is disposed of. No costs.Consequently, the connected miscellaneous petitions, if any, are closed.
