It is noticed that by the Notification bearing no. E-449396/18 dated 03.08.2024, the process of delimitation of Gaon Panchayats, Anchalik Panchayats and Zilla Parishads in the State of Assam was commenced by notifying a Standard Operating Procedure [SOP]. It is stated therein that the ECI Notification dated 11.08.2023 was to be diligently referred to for the source of Gaon Panchayats and villages falling in a Legislative Assembly Constituency [LAC] as a criteria for delimitation of Gaon Panchayats. Clause 7 had mentioned about delimitation of Gaon Panchayats, Anchalik Panchayats, Zilla Parishads and Block Reorganisation and the LAC-wise Task Force was asked to execute the delimitation and reorganisation process at the LAC level. The task force was to collect the LAC-wise list of villages and respective Gaon Panchayats named from the District Delimitation Commission as notified by LAC Delimitation. Once the village list was collected, the Gaon Panchayts were to be assigned against each village. Mr. Saikia, learned Advocate General, Assam is requested to furnish information as to whether with the delimitation process initiated by the Notification dated 03.08.2024 and following the SOP formulated therein any process of reorganisation of blocks was also simultaneously undertaken, as indicated in the Notification dated 03.08.2024.
