ORDER : GANNAMANENI RAMAKRISHNA PRASAD, J. 1. This application is filed by thirty two (32) applicants seeking to implead themselves as Respondent Nos.8 to 39 in Writ Petition No.40006 of 2022 and also to vacate/modify the interim orders of status-Quo dated 16.12.2022 passed by this court in this writ petition. 2. Sri J. Sudheer, learned counsel for the Applicants has submitted that the issues involved in the present case are not isolated. He would submit that the issues in this Writ Petition are directly as well as indirectly connected to the other writ petitions which are now tagged to this writ petition. He would submit that what is projected in the Present Writ Petition is only the tip of the iceberg while its roots trace back to a long litigious history. He would submit that the writ petitioners herein, at the time of admission, have Projected this case to be an isolated one which is connected to writ petition bearing writ petition No.16998 of 2016 which is pending on the file of the Division Bench of the Hon'ble High Court of Telangana. 3. Learned Counsel for,the Applicants has taken this Court through the contents of the appllication and the material documents filed along with this applliation. He would submit that the disputes trace back to Notification No.10 of 1999 issued by the Andhra Pradesh Public Service Commission and the subsequent events that have followed thereafter. He would submit that the issue with regard to the fixation of seniority basing on the outcome of the sub-categorization of schedule Castes, which eventually came to be set aside by the Honlble Supreme Court also has a bearing on the present case. He would submit that the writ Petitioners in Writ Petition No.40006 of 2022 had not brought it to the notice of this Court that there is another connected writ Petition bearing writ petition No.7812 of 2021. 4. Learned counsel for the Applicants would submit that the interim order dated 16.12.2022 of this Court has brought the Government Administration to a grinding halt in as much as the promotions of several employees came to be stalled by the Government. He would therefore urge this court to vacate the interim order dated 16.12.2022. 5. 4. Sri Balaji Medamalli, learned Counsel appearing for the writ Petitioners would contend that the interim order passed by this court on 16.12.2022 was only a direction to maintain Status-Qua which was Passed in furtherance of the order passed by the Division Bench of the Hon'ble High Court of Telangana in w.p.No.16998 of 2016. 6. Having considered the submissions and the nature of the pending writ petitions, at the outset, this court is of the opinion that pending of the writ Petition No.7812 of 2021 was not made known to this court at the time of passing the Interim Order of Status-Quo on 16.12.2022. This Court has assumed that the writ petition bearing writ Petition-No.40006 of 2022 is an isolated one before this court. Thereafter, it is also noticed that writ petition No.15172 of 2023 also came to be filed. It is noticed by the Court that multiple grievances have been raised by the parties in all the three Writ Petitions, over-lapping with each other. It is also noticed that the Division Bench of the combined High Court of Andhra Pradesh and Telangana, in Writ Petition No.16998 of 2016, vide Interim order dated 02.06.2016 had directed Status-Qua to be maintained with respect to inter-se-seniority in the cadre of Assistant Section Officers in the Secretariats of both Andhra Pradesh and Telangana States. However, it is also noticed that after this Court had passed an interim order on 16.12.2022 to maintain similar status-Qua, the Government of Andhra Pradesh has issued G.O.Ms.No.12 and G.O.Rt.No.121, General Administration (SC.F) Department dated 13.01.2023, thereby giving adhoc promotions to the candidates enlisted. In the Contempt Case bearing Contempt Case No.707 of 2023, after notices were issued, the said Government Orders dated 13.01.2023 were with-drawn vide proceedings u.o. Note No.18711289/GAD/2022-SU-I-3 dated 12.05.2023 and accordingly the said Contempt Case had been now closed. 7. Having considered the above facts, this court, prima facie, is of the opinion that this court had passed the interim order in writ petition No.40006 of 2022 assuming that it is an isolated case. 7. Thereafter, it came to light that there is already another connected writ petition bearing writ Petition No.7812 of 2021 pending on the file of this Court, more or less with identI-Gal facts but indicate that there are competing and conflicting interests amongst the parties. As noted earlier, another writ petition also came to be filed bearing Writ Petition No.15172 of 2023. That apart, the Writ Petition No.16998 of 2016, which is Pending before the Division Bench of the Hon'ble High Court of Telangana presently is also yet to be adjudicated. Having regard to the facts involved in W.P.No.16998 of 2016, there is n0 Second Opinion that the outcom in that case (before the Division Bench of the High Court of Telangana) shall eventually have a serious bearing on the pending writ Petitions before this court also. ln this view of the matter, this Court is of the opinion that it is not in the interest of the Parties to continue the interim Order Of thI-S Court dated 16.12.2022 as I-I may raise more complications which cannot be countellance by this Court at this stage. 8. Accordingly, the prayers for impleadment and for vacating the Interim Order dated 16.12.2022 are allowed and consequently the interim order passed by this court on 16:12.2022 stands vacated."
